I would argue this was inevitable in a technologically progressing society anyway, Gaddafi just claimed the credit and may have actually impeded progress by stifling economic growth by oppressing entrepeneurs and taxing the population into the ground to support his police state and lavish palaces.

Power and evil go hand in hand, if you want power you have to tread on other people, while it is true that you need power to do good and it is justified to tread on other people to obtain this power for the greater good this is not always the case. Gaddafi had the potential to become a Suharto figure, a dictator who oversaw the progress of his country and stepped down when the educated middle class expressed genuine discontent and need for change, he made the conscious decision not to do this instead embarking on some bizarre crusade to ingratiate himself among the western capitalist classes.
