Nope. By the time Gaddafi came to power Libya was a really barbaric society, for example, the way they treated women was awful - and Gaddafi spend almost 40 years to change that (Quite successfully for a muslim country, although he made many enemies among radical islamists for that). There is no "mania for centralized control" - authoritarian way of ruling, not democracy, is the only way to keep peace and maintain status quo in a society that consists of bedouin tribes.
Gaddafi is not *evil* dictator at all - he rejected connections with terrorists, stopped his nuclear programm and spent lots of moneys on trying to turn Libya into prosperous industrial country.
The rebels are mostly immigrants and radical islamists - first ones dislike the socialist regime, where they have to actually work to earn moneys and the second ones dislike Gaddafi for being not that religious enough. And they openly admit they have terrorists among them. So we want to replace quite a good guy Gaddafi with "democratical" bunch of terrorists and fanatics that would turn the country into the second Somali?
