Because some good will come of it. For instance signing a deal with Kim Jong Il to build factories on the border and use North Korean labor. Kim Jong and his cronies will get all the money, the workers will get exploited, but if we didn't build the factory the workers would be valued less by the regime and treated like shit, the workers will also be educated and the bureaucrat in charge of the factories will exert some political pressure on Kim Jong to open the country up more. In the same way by supporting our military in trying to restore security to Afghanistan and Iraq we are doing good, the alternative is just more suffering. We can always punish those responsible after security has been restored.
