I think this all boils down to utilitarian ethics. Using "nigger" causes more harm to negros than the inconvenience of not being able to use it, however conducting witch hunts and accusing anyone who says "negro" of being racist does more harm to the Spanish speaking community than it ever will to negros.

Simple, hating black people (or any other group that receives racism) is good for the 'economy'. Look at it this way: If an employer can have cheap labor he will fire his experienced employees and hire cheap 'nigers'. He will overwork them and then replace them with the next person. As long as people consider other people to be of less value, this mechanism will function.
