I'll be frank.  I live in inner New Jersey, but Camden is just a quick drive away and Philadelphia beyond it.  These two cities have three things in common: high minority populations, mostly black, consistently Democratic leaders, and constant promises from those leaders to make the cities better.  Asides from their respective city-centers, both cities have remained crap for the decade I've been paying attention.

Before this I lived upstate in Jersey City then went to college in Newark, these cities no better off under similar conditions in Camden and Philadelphia.
