Answer:  Europe on average hasn't demonized the use of recreational drugs, hence marijuana is fairly common.  It's not European Socialism; it's just a sane and sensible approach to allowing the population to get a little high with little effort and no real legal worries.  So, there's no need to indulge in law-avoidance, which is what happens in the USA, which is partially why people just go all the way and CRACK IT UP.  If you're going to be breaking the law anyway, and will be subject to some stiff penalties, you might as well just get an intense high.

I have to interject a correspondent answer here about the Europe/US drug thing.  Europeans just don't treat drug abuse as a big legal problem like we do here in Butthurt America.  Largely, drug abuse in Europe is treated sanely as a MEDICAL ISSUE.  Instead of spending so much cultural energy criminalizing drugs, they seek more social solutions like medical treatment.  Of course, they are a more advanced civilization for things like that, since they have a base of socialized medicine from which to even address drugs as medical problems, not criminal ones.

As a barbaric and regressive society, the US lacks socialized medicine (well, the official form; the UNOFFICIAL form we use is to wait, then get very sick, then end up in the hospital in emergency care, then bankrupt out of the bill ... but I digress).  Lacking such a sane basis for citizenship and culture, it seems to logically follow that ANY drug abuse or even use in the USA is going to run into some very harsh measures.  That creates a very hostile environment on both sides of the drug issue.  That then seems to lead to the extremism we also see on both sides.

It's up to the US to stop treating drug abuse and use as criminal problems, and to start treating them as minor problems mostly related to medical care.  Then all those cops can spend their time looking for REAL criminals ... you know, the people who cheat people, hurt people, and kill people.  Decriminalizing drugs would also vastly decrease their cost and the concomitant criminal fraternity that goes along with it.  In fact, we'd save so much on law enforcement that we can then downsize our police forces.

(Now we must cue the usual butthurt Ugly American who will scream incessantly against drugs and socialized medicine.)

When you commit an act of a true criminal nature, it's still a crime and thus actionable on that basis.  WHY you did the crime is irrelevant.  You stole stuff or beat someone, and so you'll have to be prosecuted for it.

That is unlike drugs, which are just something you do to yourself.  THOSE should not be illegal at all.

And as for the addicts committing so many crimes, you'll note that there is a fairly direct relation with the high costs of drug addiction.  By making drugs illegal, you increase their costs and drive the users into a criminal trade by default.  Criminal acts are very likely to follow.  In contrast, a European-like model of MEDICAL treatment of drug addiction creates a far more docile addict population.  They spend less on drugs and aren't pushed into the criminal fraternity in the first place.

Of course, nothing I just said made any sense to you, since you just can't imagine (in the full blossoming of your Ugly Americanism) allowing an addict to take their drug of choice without being seized by a cop for that very act.  In short, you just don't know what you're talking about, since you're talking about how you WANT things to be, and not how things ARE.

The simple fact is that taking drugs is well within the scope of personal liberty.  We should allow people to have that liberty.  And if they abuse the rest of us for whatever reason, then we have cops and courts and jails waiting for them ... and we'll have plenty of capacity, since by making drugs legal we free up a lot of that capacity and toss out the nonviolent "drug offenders" who fill our jails.
