FAG. You don't understand reality at all. The government doesn't own that money, but it sure acts like it does. It took it from the taxpayers, who still have to pay even if they have a children and below average income and prefer to spend that portion of their tax sending their kids to a private school. Since the taxpayers are the source of funds, the teachers are ultimately responsible to them, but the mediary between them consists of politicians and bureaucrats they may never even see face to face so the teachers don't give a shit. The taxes teachers pay comes from wages given to them by taxpayers, so their demands are different from that of the taxpayer.
