Exterminate the population and replace them with settlers from richer more civilised countries. Look at it realistically, it will be 50 years before these shit holes see any sign of improvement and most of them will die before the age of 30 anyway so whil exterminating them is inhumane, allowing them to live such a worthless existence is even more inhumane. I think most of the reason these countries have become poor is the weak or corrupted government that is held in power, but exploitation for resources has been done with countries such as Libya and in the 40 years this has helped the country greatly making the country the 3rd richest in the country I think, yet countries in mid-africa suffer many casualties from blood diamonds.
