What should we do with the poorest countries?

Take the top fifty poorest countries in the world.  Should they be brought up to better economic levels, exploited for resources, used to construct tourist spots and mini malls, or bought by a company like a corporate acquisition just to have the land and sovereignity?

I think most of the reason these countries have become poor is the weak or corrupted government that is held in power, but exploitation for resources has been done with countries such as Libya and in the 40 years this has helped the country greatly making the country the 3rd richest in the country I think, yet countries in mid-africa suffer many casualties from blood diamonds.
