Rome fell because it nationalised it's industries which stifled innovation and entrepeneurship. Also the large size of the state meant that it had difficulty keeping it's armies disciplinned and adaptable as it had done in it's glorious past.

I don't see how outsourcing is similiar to Rome's nationalization. The US military-industrial complex is extensive in it's research in the extreme, in the early 50s they were experimenting with nuclear powerred planes and anti-submarine suicide bomber dolphins one can only guess what they've covertly tried/achieved since then.
