Oh, but you should see it. You cannot have a functioning economy in which the means of production are out of your control. Eventually, you lose control and your base fails. It happened to the Roman Empire, and it's happening NOW in the "Holy American Empire".
"Wheat production". Wow, that's so far off base that it's not even in the ball park. Empires fall in general terms by failing to sustain the economic energy of a thriving culture. In short, you have to make your own stuff, and use you own people. By using other people's stuff and personnel, you lose your national identity.
