Are there countries, other than Scotland, which have totally-free Primary, Secondary and Tertiary education? I'm Scottish, and this is the accepted way of things here, but surely this kind of system must be present elsewhere?

NATIONALISED HEALTHCARE != FREE UNIVERSITY EDUCATION

One cannot simply waltz into Scotland and apply to have your fees paid by the relevant authority (SAAS): you have to be Scottish or a Scottish resident for at least 4 years. English, Welsh and Northern Irish students still have to pay fees, but they are capped at £3000 per year, and non-European international students at the 4 ancient universities could pay anything from US$16,000 to US$40,000 per year for tuition alone.

Also, that report was produced by Fox News, which is generally not regarded as very objective, and the two presenters clearly knew fuck all about the NHS (I have several relatives working in various roles in the NHS).

Seriously though, paying for public education is bullshit. 

Government here has a $7 BILLION surplus this year, only 3.2 million people live here.  Yet, they still raise tuition for students who are permanent residents every year.

Germany used to have that too until this year but the government is desperately trying to balance the budged for several years now and it's not the last service to be cut.
Without godly intervention this is going to take much time since evereyone depends on social services in some way.
I'd like to see the socialists (no the ones who're in charge now but those who're even more socialist) to take over and ruin this country. You can never have enough failed socialists since this stuff keeps greater countries from turning to shit. Of course I'd be gone by then like so many others (we might even see a come back of the berlin wall although it'd be more like a wall all around Germany).

The reason Germany is fucked is because the western half has to take care of the former-communist eastern half.

Cutting funding to tertiary funding is exactly what a short-sighted CEO would do: short-term profits over long-term longevity. Our societies are increasingly dependent on skilled workers to compete, so increasing barriers to having such a workforce means you'll be an economic loser in a few decades.
