Are there countries, other than Scotland, which have totally-free Primary, Secondary and Tertiary education? I'm Scottish, and this is the accepted way of things here, but surely this kind of system must be present elsewhere?

NATIONALISED HEALTHCARE != FREE UNIVERSITY EDUCATION

One cannot simply waltz into Scotland and apply to have your fees paid by the relevant authority (SAAS): you have to be Scottish or a Scottish resident for at least 4 years. English, Welsh and Northern Irish students still have to pay fees, but they are capped at £3000 per year, and non-European international students at the 4 ancient universities could pay anything from US$16,000 to US$40,000 per year for tuition alone.

Also, that report was produced by Fox News, which is generally not regarded as very objective, and the two presenters clearly knew fuck all about the NHS (I have several relatives working in various roles in the NHS).
