The effect of the ice, or actually the melting of the ice, has a larger area of effect than just the glaciers. Most of the china, america and middle east has infertile soils also, but the disturbance and therefore regeneration is more recent than the african soils. A soils age is how far it has progressed in its natural evolution, and actions that disturbe this progression (like ice movement or being covered by water, but it can be other types of action) resupply nutrients and regress the progression. No where in scientific history has this ever been suggested. It only affects the area coverred in thousands of tons of ice. The regions with the highest soil fertility in the world are found in the tropics which was why europeans were so eager to leave their harsh environment and grow crops elsewhere.
