Its the same thing as a drivers license only it works for every state...

(1) You have to memorize all 50 ID cards from different states.
(2) One ID card.

It makes it harder for people to make fake drivers licenses or for fugitives to drive around in other states.

It's an ID card, not some surveillance program. Many other countries have national ID cards, and they haven't turned into police states.

If by tracking chip you mean "a chip that gives information when scanned at extremely close range by a specialized RFID tag scanner", I suppose so. A fucking nametag is more accessible than a RFID chip.
