IS CHINA'S GOVERNMENT MEAN?

a lot of countries have their own problems with their governments, but damn, the chinese in particular seem to be pretty heavyhanded in their treatment of their citizens. is this just an exaggeration perpetuated by the media or are they really proper mean?

Yeah I know that, but anyone can be a ruthless sadistic maniac and have a chance of getting to the top regardless of their ethnic group, unlike fascism where only genocidal psychopaths of a particular ethnic group can get to the top.
