IS CHINA'S GOVERNMENT MEAN?

a lot of countries have their own problems with their governments, but damn, the chinese in particular seem to be pretty heavyhanded in their treatment of their citizens. is this just an exaggeration perpetuated by the media or are they really proper mean?

Not really. Even in Communism the elite is more happy than ever. They can abuse system as they want for their own means. Under fascism it's pretty much same.
