All problems in modern society can be solved by playing Sim City or Civilization. I propose that "live" versions of these games be made for leaders who have the budget to implement goals rapidly with the press of a button. The results would be delayed of course, making it more online/turn based. Rather than letting a country stagnate and wallow in nothingess, overall it would be a great management system that would document costs and efficiency of spending/implementation.
As long as no one gets carried away with the bulldozer.
That's all natural disaster, not player controlled. The main issue would be getting workers willing to actually work in a timely manner, and reporting all crime and disturbances accurately.

Sim City assumes your country is at the 20th century level. A lot of nations are still at the feudal/medieval level despite the availability of transportation and firearms. How do you update them to current civilization in so short a time when they have so little time to adapt?
civ assumes 3rd generation warfare and imperial rule. the present trend is toward economic federations of independent states, and assymetric conflicts.

This will substantialy eliminate the guessing game when it comes to differentiating your friends from your enemies and knowing who to nuke next.
