Are we all under a fascist world order?

Can fascism truly work, with everyone being under intense rules?
Enforcable - how? Excessive CCTV, secret police, agencies, euthanasia, racial and national segregation, eugenics, etc..?

movie censorship? please elaborate. it's common knowledge that most european countries and UK have a more liberal stance towards swearing and nudity than U.S. For example blood removed from anime. guns exchanged with toys. (one piece) etc.

Internet data retention? elaborate.
strict unnecessary laws? elaborate. I can't think of one thing (except guns)you can't do in UK that you can do in U.S.
