Are we all under a fascist world order?

Can fascism truly work, with everyone being under intense rules?
Enforcable - how? Excessive CCTV, secret police, agencies, euthanasia, racial and national segregation, eugenics, etc..?

CCTV, internet censorship, movie censorship, rumors of internet data retention and very strict unnecessary laws for "public safety". That's just few things. Not really fascist, but an ugly police state by all means, but it's true that sadly US is moving to same direction.
