Are we all under a fascist world order?

Can fascism truly work, with everyone being under intense rules?
Enforcable - how? Excessive CCTV, secret police, agencies, euthanasia, racial and national segregation, eugenics, etc..?

Hang on, how exactly do they target in UK? Just because they hae tons of CCTV doesn't make them fascists. They still have their privacy at home etc. Name me one thing that makes UK fascist. UK doesn't have ridiculous detention for terrorism suspects either. They recently voted against a bill to allow suspects to be help for 3 months without charge. Also, it's common knowledge that US uses the patriot act outside purposes of couterterrorism.
