I think we should terraform a planet and move them all there, with exception for those that can function in society can stay if they wish. They then get to live however they want in general. I'm sure there will be some of the superior folks who will go to help educate and govern them. We could even allow some of them to graduat to the real world too.
My other suggestion would be an implant kind of like a shock collar on a dog. They try to commit a crime they get a nice experience of pain. I don't think this method would be humane though, they are still humans afterall even if they are inferior.
