Why do criminals deserve to be rewarded? You could never release them, force them into slave labour and GIVE POOR PEOPLE THE MONEY THAT WOULD BE SPENT ON CRIMINALS instead.

This solution would be more effective. It provides a deterant and a preventative measure to crime and helps those who may be driven into crime by circumstance, which helps the liberal agenda aswell as the conservative agenda.
