Compare and contrast the social and economic costs of an organized revolt vs leaving the country to form a new government. What obstacles exist for both options?

Well, the problem with the first one is getting people to give a damn enough to get out and support whatever cause you're revolting for. Such as tax and social security reform today...
The problem with the second one is, how are you going to convince enough of the achievers in this country to leave?

A revolt generally requires some degree of manpower to pull off properly. Unless the existing government has pissed off enough people to the point they're willing to directly oppose it, there's not much chance of success. People are notoriously apathetic if the alternative involves risk or effort on their part. And the existing government usually has a military of some sort.
If there are enough people to handle a proper revolt, then the government is obviously not doing it's job properly. In which case, the social and economic costs of keeping an ineffective government probably exceed any costs of the resulting revolution, whatever they may be.

Why do you need to form a government after exile? Why not just run and not give a fuck about what happens later?
It'll be so cool when we're in space, and won't need to worry about land or taking up a life on someone else's turf.
Revolution is a bad idea. IT's just an easy way to get a lot people killed to instate a government that will just become shit again in a few years.

Run to where? Pretty much everything worth living in is claimed by some country or another. Best you can hope for is a government that's not quite /as/ bad. Or a deserted island noone's found yet.

it doesn´t take much for the government to piss people off at least it was like that in France(17XX) or some other example the Romanian Dictator Caucescu who was executed in public in the year 1986
