Is this constitutional change something that's really being planned seriously?  Or is the LDP mugging for the cameras, trying to get news coverage for itself during a slow news week?

In America, the lunatic fringe of the Republican party proposes a new constitutional amendment every few years based on whatever hot-button issue is in the headlines at the time.  The amendments are always quietly abandoned in committee when the public's attention is diverted to something else.

So, is this constitutional change "for real," or are the politicians just play-acting?
