I would require every imageboard thread to have something in the subject field, and every current thread's title would be listed at the top of the board.

It's not a bad idea, in the sense that it would probably slow down the worse offenders. But they would end up writing gibberish to bypass it. CAPTCHA has been instituted, and I haven't seen a noticeable decline in the amount of posting (i.e. legitimate, non-automatic non-spam posts), so I doubt a mandatory subject entry would be of much help.

I would split /b/ into several sub-boards as well as making the subject field necessary, and a title display like OP.

I would also concentrate on trying to get as many moderators as possible, but allow stuff to run itself a bit.

Sometimes, a picture all by itself is all that is necessary. Imageboards' main function is sharing images, not as a means of telling a story. Sure, by extension, you can add a witty comment, or by accident, propagate a story (which is how Nurse-Kun came about), but nobody initially flocks to the imageboards to read a thread that looks like it was written by Thomas Carlyle (no, not even on the VIPPER boards).
And, yes, 15 words is much to ask, being that quality posting is not determined by an arbitrary length, but context.
