Except the liberals were not for pot legalization.

Drug war like Iraq war is a source of government power. Liberals no more wish to give either up, despite surface pretenses and ground level liberals thoughts. The ground level "liberal" may support pot legalization, but behind closed doors the organized powerful liberals don't.

California is one of the most liberal states in America and this failed. Nuff said.

"Liberal" has many different political meanings throughout the world. In the USA, it's one who is in support of a mixed economy with moderate to strong support for social safety nets (Social Security, Welfare, etc.) and the strengthening of their ever expanding corporatist regime. Both parties exhibit these behaviors to some degree, though Democrats are a bit more outspoken about such things.
