What you're referring to as moot, is in fact, 4chan/moot, or as I've recently taken to calling it, 4chan plus moot. moot is not an administrator unto itself, but rather another free component of a fully functioning 4chan system made useful by the 4chan image support, comment box and vital system components comprising a full Image board as defined by Webster.
Many computer users browse modified version of the Futaba channel every day, without realizing it. Through a peculiar turn of events, the version of administrator which is widely used today is often called moot, and many of its users are not aware that it is basically the Futaba channel admin, developed by the 4chan Project.
There really is a moot, and these people are being monitored by it, but it is just a part of the system they use. moot is the founder: the person in the basement that allocates the machine's resources to the other trolls that you rage over. The administrator is an essential part of an Image board, but useless by itself; it can only function in the context of a complete Image board. moot is normally used in combination with the 4chan Image board: the whole system is basically 4chan with moot added, or 4chan/moot. All the so-called moot threads are really threads of 4chan/moot.
I know its fucking pathetic. Just use tasteful image ads like 4chan does but non porn. Then you wont need to worry about the user getting adbrite lag or attacked by malicous advertisers or begging.

The fact that the CP gets deleted doesn't mean CP is never hosted here, it is. And moot never got shit for it because 4chan, like any other site, is not responsible for what its user post, and the only thing they can do is to remove the illegal content.
If you want to see how a mainstream imageboard should be handled, check out 2ch, the original IB. It's so mainstream they have all kinds of shit there, it gets press coverage, it's on TV and mentioned in many manga and anime, and still it's not a piece of shit. Why? Because its users can self-moderate the board. 2ch hasn't idiots posting CP, doing invasions or shit like that. They don't even have strong restraints. And at the beginning, 4chan was like that, too. But then, it got too big, and look at this place. We have hipsters (/r9k/, /mu/, /fa/, /lit/ and /b/), school kids (every board, underage b& doesn't exist anymore, it's in the rules but many people admit to being underage and never get banned), rednecks (/sp/, /k/) and all kind of shit. It even lost its former weeaboo userbase.
It's not moot's fault, he's a cool guy and did his best to keep 4chan running, it's the user's faults. And the mods are no better, they are very intolerant of everything that gets reported on IRC, when they are online.
