The only evidence to your claim is possibly from 41M GET. "Jeepers" is mentioned in a few archived threads from /b/, but 41M GET is the only one where it is mentioned in similar context to how it is said today on /lounge/

"Listen here, jerkface" does not yield any result. Certainly if it was being spammed all across the board it would have ended up in at least one archived thread, much like the AnonTalk spam, or the "Boxxy floods" has ended up in recent archived threads today.
41M GET is from 2006, and what's interesting about that is it's posted with Japanese AA art which could mean that the person posting it was from 4ch, and if that's the case, then the use of "Jeepers" may very well originate from the Japanese 2channel (
www.2ch.net) boards.
You're also wrong about the "you sir are and idiot :/" spam, as that happened after AnonTalk's founding (February 2008) and started being spammed in the summer and fall of that year and into 2009. Being obvious that it's ol' Kimmo boy, but that's another topic for another time.
As for seeing the same phrases over and over again, well, they're good when used in moderation as they can initiate discussion, and I've seen a few /lounge/ threads that started off as nothing but catchphrases and then flowered into awesome discussion on other topics.
Of course if they're incessantly spammed all over the place, then yes, people will be upset about it. And yes, we unfortunately do have jerkfaces that plague this board, like that "fail. GTFO" guy, and other such belligerent louts.
I'm going to have to seek contact with the moderation team to make sure your story here checks out. However, even if these phrases came from /b/, /b/ was certainly a different board in say 2005, compared to now. Most long time agree that the place has suffered irreversible decline since around 2007 or so, being of course that it did get much popular. One long time 4chan user and moderator even said "/b/ doesn't even like anime anymore", ironic, being that it started as an anime board when 4chan was first founded.
Anyway, that's all I have to say about that.
