Wa = Declares that the rest of the sentence is about the things before wa, in this case that it's about me. It's commonly used as a type of "X is Y".
Nihongo = "Nihon" means "Japan", and "go" means "language". Together they mean "japanese".
ga = The REAL "is".
Wakarimasen = "a lack of understanding" / "without understanding"
...so the sentence is "I am japanese is lack of understanding".
Apparently the writer doesn't understand japanese, because that's really horrible grammar.
That's a real moment of zen, right there.
