I can safely say that the users of this board would like to promote intelligent discussion on at least some level since it's a great change of pace from the faggotry on imageboards.

Personally, I encourage new people to come to this board, so long as they aren't idiots about it. Just post, blend in, invoke discussion.

Really though, when you're new at someplace like /b/ you should lurk for at least a few months before you start posting shit. It's a pretty good rule of thumb for most sites and communities online... you lurk for a shit-long time and then start posting after you have a better feel for the site.

/b/ is way too late to be fixed. I got into it before the Fox 11 report (so I'm a newfag), and people were complaining about it being shit then, and it may have been, but it was new and exciting to me at the time. 4chan's userbase has doubled since then.
