Because I have never seen it, heard it, I have no reason to see it as natural, and the fact that all of the 25,000 results I found for "言えるだけど" (compared to 1.3 million for "言えるけど") that I cared to sift through were of the form described in >>112 or featured the implicit nominalization of the sentence as a whole (as in へ？じゃないよ！)
