strange Jap ime prob

Ok so when ever i type the keys ( or ) they are on a different key like ( only works if i type 8 in japanese and ) only works if i type 9 in japanese, also 「 only works if i type ] in japanese and 」 only works if i type \ in japanese, additionally, if i type 。 and i cycle through the options i cant create the eyes for kaomoji and lastly i cannot create the ~ symbol in japanese, among other problems, i have no idea what i did wrong but I would really love to fix it!

Not sure in how far this is related, but I'm on a German keyboard here and 8 and 9 are exactly the keys designated for the parentheses on it (I actually use the US layout though, so I need to press 9/0). A physical Japanese keyboard would look similar, I guess?

Anyway, you didn't tell us which IME you're using, but if it is anything like SCIM+Anthy, you can just re-assign the keys as you see fit, as well as add new dictionary entries and manage those using something like Kasumi.
Refer to your IME's manual.

Get yourself a real Japanese keyboard. I hate n00bs who try to act like they are Japanese when at the same time they are too cheap to get a real Japanese keyboard. You can get them off ebay for like next to nothing.

I already stated the IME in the title, who gives a FUCK about my punctiuation, NO im not going to buy a new keyboard, because its a laptop and I cant just replace it, jesus christ.

threre is no manual...  just a useless bunch of help topics. I have been configuring and re configuring this keyboard for a whole 3 hours now, i am very upset, I am sorry for blowing up on everyone, I just really want to get it fixed because I use it all the time

I should mention that the tilde key "~" has turned into and input key (changes my languages) from half width english to japanese.

also I am using Japanese IME (i dont know how else to explain it) just your average basic japanese IME input method, my keyboard has seemed to switch to the layout of a japanese keyboard, and does not input the keys like it used to (like an american english keyboard)
