I have the japanese language pack installed on my computer and yet error messages / task bar still comes up as ???? and random signs.

What's up with that?

You need to have some relevant fonts installed. Look for unicode fonts or somesuch. If you've already installed language packs, though, this is prolly already done.

Also you need to tell windoze what fonts to use for messages. Right-click the desktop, go to properties > advanced or something (don't remember exactly, i'm not on a windoze pc...)

If you mean the "random" symbols appear when trying to run a Japanese program (say, Fate/Stay Night or anything else that requires AppLocale), then you didn't configure the default code page.
Control Panel/Regional and Language Options/Advanced tab. Then in the drop box select "Japanese".

No. Shift JIS has defined that code point (decimal 64), which is used as backslash by ASCII, to be used as the yen symbol.
There's simply no way to fix it.

There is a way to fix this. You can write a little app that will hook into explorer.exe and just replace the Yen symbol. That shouldn't be too hard. Ask the guys in /prog/ maybe they will help you out.
