This is quite tricky
①「期待する」②「見返りを求める」 are both difficult expressions to me
① can mean "to expect; to anticipate; to hope for; look forward to"
② can mean "to seek; to request; to demand; to want; to wish for; to search for; to pursue (pleasure)" a reward

I really don't know how you could match those two expressions up in a way that would make sense

「遠巻きに羨みつつ怖れる」 is more straight-forward

If I had to give it a shot I would say "They would either be filled with hope and ask for a reward or be scared and watch with envy from afar".
