I occasonionally seen stores on the Internet selling English translations of H-games..
However, I remember a law recently passed that says lolicon hentai is considered CP. And H-games usually contain a lot of lolicon hentai. And CP = illegal. Thus, H-games = illegal.

Lolicon isn't explicitly illegal. There is a law that could be interpreted as a lolicon ban. In any case, you can't put an age on a fictional character, which is why h-game distributors claim that all the characters are over 18 to avoid potential complications.
