Blah blah blah, there's no such thing as true nonlinearity. But what are the games that come closest?
The experience of nonlinearity lies in making the player feel that their choices are having an actual effect in the game world around them. I want to find more games like this. I'm not looking for cheap imitations that work through numerical karma, nor am I only looking for ending-choosers.
I disqualify concepts like Elder Scrolls and GTA because they're merely 'open,' they aren't truly consequential because they don't provide consequences - as far as I know.

ultima underworld!! I loved that game. I've been searching for a copy of it forever, but its proved hard to find. maybe I've just embellished it in my mind but I remember it being lots of fun. the goblins, and the knights. and the bank, ah everything. I got stuck on the 4th floor I think in some prison and quit playing.. I never knew it would be the end.
Space Rangers 2, Jagged Alliance 2, King of Dragon Pass and ofcourse many turn based strategy games like MOO2
Games with somewhat dynamic plot(ie. KOTOR and Arcanum):
Planescape Torment(BEST RPG ever)
System Shock 2(not so dynamic really, but very nice)
Vampire Bloodlines(to some point)
Hammer & Sickle(odd Silent Storm RPG conversion very hard also)
Baldur's Gate 2(not truly dynamic, but you have some little choices)
Prettymuch everything else has been already mentioned I think.
