You can't if you're not willing to pay thousands to replace your current line. The only other way would be to wait for your phone company to replace it. If that doesn't happen, you can always move somewhere else.

Does ISDN work on current, or old phone lines, or does it require a different system?

Internet based on phone lines is the only kind I can get around here.
