The gui is a core part of windows (the actual graphics subsystem, not explorer itself), so you would have to make changes to the way windows works. If you did that, you may be able to run windows without the gui. The problem is, only a few utilities are designed for command line, anyways. Your best bet would be to install cygwin as it would give you windows versions of most unix programs, including a compiler.

Well, isn't the graphics subsystem wholly contained in gdi.exe ? Furthermore, I know not many built-in windows programs use the console but say what if i was running servers or something like that?

It would be a lot easier to just install your favorite *nix and run windows programs through wine.
If you managed to remove the graphics from windows, however, you would have my undying respect.
This fag has a Windows box with Cygwin, and a Linux box with Wine. Someone I know did a basic Cygwin install just because find and locate pwn the normal Windows search so hard.
