1)Google it, I OC'ed the hell out of my old 9600 using the ATI Silencer made for 9600 series, and finding the ati tool for overclocking is embarrasingly easy.
2)See 1) Also, you need a new graphics card.

Look on ebay, for proper fans/heatsinks, namely zalman ones, they are quiet, and are pretty damn good

thats if you know how to remove and attach a new heatsink/fan onto your graphics card, which i think you dont......

or you could pretty much water cool your whole system inc graphics card.. again thats difficult

your graphics card isnt very good anyway, dont bother, just buy a new one

i know my graphics card isnt very good, but im a full time student so i have no money coming in, im just trying to upgrade my budget gaming computer without having to buy extra parts.
