I don't really see why you're making such a big deal of this. OP asked something unreasonable? I don't think so. Whenever I come across unicode filenames I have to rename them, so an image browser supporting unicode filenames would definitely be useful.

I know you can set the language for non-unincode programs to Japanese, I had it that way for some time. The problem is that some programs start being displayed in Japanese, and having to go change the option to English and restarting just to use said programs for some minutes is a pain in the ass.

Many thanks! ACDSee gives an error at launch, but Irfanview and Vix work perfectly! Maybe I'll regrade to an older version and see if that works.

One last question: can you make it so that a program is always launched with AppLocale? (Maybe by editing the shortcut, I don't know.)

Yes, AppLocale can do something like this but I don't remember the details. You have to launch applocale and use its wizard or something, and at the end it'll allow you to generate a shortcut to the program using applocale. Get the patched version from that site to remove the nag screen at launch.
You can also install the regfile from that site to have a right click "run as Japanese" option in the shell.
