Best Silent/Cooling option for PC?

I can't stand noisy PCs, so what would be the best fan or whatever else that can produce exceptionally silent PCs while still being able to cool it down well?

Yate loon is probably the quietest fan you can find without using speed control. Panasonic Panaflo is also recommended. As are Silverstone. Silverstone fans are loud, but push a LOT of air. They do come with speed controls though.

A Water Cooling system, they sell them for 100-150$.

Maybe but it's the only effective cooling solution for your entire computer that's completely silent.

In my PC that isn't water cooled, I'm using a ThermalTake Silent Boost HSF, Enermax NoiseTaker PSU, Heatpipe VGA cooler and I can still hear the computer plain as day when it's quiet. Mind you, if there's any background noise, I can't really hear the computer.

If there wasn't a light on the front of my water cooled system, I'd never know it was turned on. (lies, the PSU makes a tiny bit of noise but barely perceptable.)

I know brand name PC's suck and I love to build my own. My sister bought a Sony P4 system with built in water cooling, and it is very quiet sitting under the desk. I can't even hear it :(

Even with a fan, a decent watercooled system is still quieter than just about any air setup.

PSU's will have fans anyways so making a computer COMPLETELY silent is basically impossible.
