Best Silent/Cooling option for PC?

I can't stand noisy PCs, so what would be the best fan or whatever else that can produce exceptionally silent PCs while still being able to cool it down well?

Maybe but it's the only effective cooling solution for your entire computer that's completely silent.

In my PC that isn't water cooled, I'm using a ThermalTake Silent Boost HSF, Enermax NoiseTaker PSU, Heatpipe VGA cooler and I can still hear the computer plain as day when it's quiet. Mind you, if there's any background noise, I can't really hear the computer.

If there wasn't a light on the front of my water cooled system, I'd never know it was turned on. (lies, the PSU makes a tiny bit of noise but barely perceptable.)
