No. The pilot is just what a pilot does. So they can sell an idea to the producers and get funding. Much like how there was a Sword of the Stranger pilot, that was screened several years before the movie came out. Once the go ahead was given to Redline's movie production. The staff were tasked with creating a high quality movie, with that comes restrictions they must adhere to.

Vehicle animation is not hard in the hands of the right kind of animators. Especially a film like Redline, where many of the senior animators were very much adept at mecha animation (they count vehicles under the 'mecha' banner which refers to anything mechanical)

key-animators can have lots of control on anime if the actual director allows it. this is also one of the reasons why some key-animators become directors later in their career. It's not just about knowing how to animate.
Now that I think about it, Anno, Miyazaki, Hosoda, Kawajiri, Imaishi and so on.
All these guys were key-animators before they went into directing.

I believe an "eyecatch" is what those little things at the middle of an episode are called. Before/after commercial breaks, usually says the name of the show.
This is the second time I know of this animator appears on Honda's ANN page. (The other was Sakurasou which braves has reported already. What a good job he does keeping ANN credits somewhat accurate.)
