I heard that Redline changed the direction half way thought the production. The project started out as an OVA that's why it's not  produced by Madhouse's movie studio. Initially, It had a more wacky style(something like Dead Leaves or Trava) but after they decided to make it a movie, they changed the style to make it appeal to wider audiences.

This is what I heard. Don't quote me on this.
