I dunno, a normal gunman wouldn't stand too much of a chance against a shinobi such as a Uchiha. Their enhanced reflexes would be enough for them to avoid being shot, while at the same time getting within range to do so massive damage.
Like in the battle between Naruto and Sasuke...Naruto moved at somewhat the speed of a bullet, but yet Sasuke saw him as if he was moving in slow motion.

2. There is another forum which has a good argument regarding the guns. Basically, a ninja can not out run a bullet, but can outrun the gunman aiming and pulling the trigger. Also, the manga-ka has officially stated that there are no guns. Ever.
