Basically because "the white man" fucked Africa up: They invaded Africa hundreds of years ago to rob it of these resources, and made a good job playing out the native tribes against eachother, resulting in civil wars it hasn't yet recovered from. Imagine if some more advanced race came and claimed that USA, Irak and Israel was now one single country? Would you be able to take it and live in peace with them, or would you like to start a civil war instead? This has been the reality for lots and lots of tribes in Africa where areas has been divided according to everything but tribal territories. Further poverty itself means that these people are unable to form government functions, which in turn leads to poverty. The continent has also been heavily in debt for lots of years, meaning that IF they would prosper enough to make money, this money is immediately to be sent abroad to pay the interest of a never-ending debt that it's impossible to recover from, no matter how aryan you would be.
Take African history or something. You'll learn how much more complicated things can be than "Durr hurr, africans are stupid.".
