I propose that - for starters - all the boards be reset and post counters put back to zero.

1. split /b/ into 2 different servers.
2. hide one in another server. off the main page.
3. gore background, with gore stickies on the first page for a month.
4. get way more mods on /b/.
5. encourage public bans among the mods. let the userbase know stupid shit will not be tolerated.
results: users too stupid to use adblock, users with a weak stomach, and a small part of shitty posters will be gone. 2 /b/s will slow down the posting rate. hidden /b/ would only have users smart enough to get there. Although someone will probably leak the hidden /b/'s address, it will still slow down post rates.
however, if shit still gets bad, just go for the final solution: 10 dollar entry fee.
results: filters out 80% of underage users. as a result, posting rates decrease, and bad content decreases.
