An unfortunate part of the western mindset is that animation is for children. Parents will sometimes go to a video shop, and pick up Overfiend (tentacled monsters, for a start!) for their kids to watch. Why? Because it's animated. They don't look at the rating, nor read the back cover. And so there are some groups of people totally against anime for this reason.
In the early days of anime in the UK certain companies put out anime that was only violence and sex related and so, unfortunately, the press and film industry still perceive the genre from that angle.

If Orochuban Ebichu was ever aired in America, I sincerely doubt that it would be aired earlier than 22:30. There would be so many complaints to the FCC if a show such as that was shown outside of late night viewing.
