Universities are usually run by the state and are public and large. Colleges are usually smaller and more privately owned but still generally accept most people.

It's a matter of personal usage though; people will know what you're talking about when you say "I'm at college" and you're technically attending a university. Universities tend to focus more on science and mathematics and stuff, where colleges give off the vibe of the arts. But that's just the way people interpret the words.

I do believe that a 'University' is a collection of colleges which embody various areas of study, while a college that stands on its own has a more specific area of study, not being part of a larger university.  For example, my 'University' contains a College of Liberal Arts, a Law School, and a program for 'continuing education', while a neighboring 'college' focuses primarily on the general program of liberal arts alone.
